Groundbreaking Truck Parking Legislation Reintroduced in Congress

A bipartisan group of U.S. Representatives have reintroduced H.R. 2187, the Truck Parking Safety Improvement Act (formerly known as H.R. 6-10-4). The legislation would allocate hundreds of millions of dollars to expand truck parking capacity. 

Call your U.S. Representative today and ask them to cosponsor H.R. 2187. Tell them that finding a safe place to park is a daily struggle for truckers. Explain the hours that you have lost searching for safe and reliable parking locations and its impact on your business.

OOIDA To Tell Congress How COVID Has Impacted Truckers

OOIDA Executive Vice President Lewie Pugh will tell lawmakers how the trucking industry is dealing with the COVID-19 pandemic. The U.S. House Transportation & Infrastructure Committee will hold a hearing, "Protecting Transportation Workers and Passengers from COVID: Gaps in Safety, Lessons Learned, and Next Steps" on Thursday, February 4th at 11:00am eastern time. 

Pugh will discuss the urgent need for more truck parking, how drivers have persevered over the past year, and why increasing insurance minimums would be a slap in the face to the small-business truckers that have delivered for the American people throughout the emergency. Pugh will also enlighten Members of Congress about the meaningful actions that must be taken to help truckers everywhere.

OOIDA Submits Feedback on Broker Transparency, Comment Period Extended

OOIDA has submitted comments to FMCSA on our petition to improve broker transparency. Earlier this year, we proposed that the agency should require brokers to provide an electronic copy of each transaction record within 48 hours after the contractual service has been completed and prohibit brokers from forcing carriers to waive their 371.3 rights. Our comments discuss why better broker transparency is needed within the industry and why FMCSA has authority to enforce broker regulations. You can read OOIDA's full comments here.

FMCSA has extended the comment period on the petition until Wednesday, November 18th. Submit your comments today!

Additionally, FMCSA will be holding a virtual listening session regarding broker transparency on Wednesday, October 28th from 1:00-2:30 p.m. eastern. We will be sending along more information about participating in the listening session when it becomes available.

HOS Reforms Now in Effect

Beginning September 29th, FMCSA's new hours-of-service reforms are now in effect. While we definitely think more changes are needed, the updated HOS rule will provide drivers with additional flexibility in four key areas. FMCSA Announces Split Duty Period Pilot Program

FMCSA will launch a Split Duty Period Pilot Program to provide additional HOS regulatory relief by allowing participating drivers to pause their on-duty period with one off-duty period of up to three hours. 

"Our 2018 petition for an off-duty pause initiated the HOS rulemaking process that will provide drivers with some additional flexibility starting next month," OOIDA Executive Vice President Lewie Pugh said. "While we advocated that the Final HOS Rule should have included the Split Duty Provision, we think the Pilot Program can provide substantive data to permanently give drivers more control over their daily schedules."
